A submittal reaching somebody without a cover sheet gets logged as whatever the recipient decides it is. A cover sheet decides it for him: which section, which number, which revision, and who to call. It's emailed as an attachment, and everything you need to change is highlighted. This one goes UP: to the general contractor, the architect or the owner.
