A one page JSA: the task broken into steps, the hazard in each step, and the protection that controls it.
There's a financial argument for this one as well as the obvious one. An experience modifier follows your claims history for three years and multiplies every workers compensation dollar you pay, which sits in your overhead rate and therefore in every bid you write. One JSA per task rather than one per job. A JSA covering a whole scope is a document nobody reads twice.
Write the sequence of steps before thinking about hazards, in the words the crew uses. Hazards are obvious once the steps are honest.
Get it reviewed and approved before work starts. A JSA signed after an incident is worth less than nothing.
